ERA-GLONASS is the Russian state emergency response system for the traffic accidents
The main purpose of its creation is to reduce the response time about traffic accidents in order to reduce the mortality and injury rate of drivers and passengers of vehicles involved in an accident or other emergency situation on the road.
Installation of emergency devices in accordance with the Technical Regulations of the Customs Union "On the safety of wheeled vehicles" (amendment from January 30, 2013) is mandatory for all vehicles released into circulation in the territory of the countries of the Customs Union from January 1, 2017. In the European Union, the installation of eCall devices is mandatory from April 1, 2018.

Call Processing (PSAP) handheld terminal with built-in GSM Multi-Channel Base Station Simulator;
The call processing handheld terminal receives the minimum data set (MND), demodulates it, records and stores it.
Once the MND is transferred it is possible to establish a voice connection with the PSAP operator:
-a direct call from a vehicle’s terminal to an operator;
-and a back call from the operator to the vehicle’s terminal.

Last week, autonomous tests of the information interaction between the GAIS ERA-GLONASS and Sistema 112 of Moscow were successfully completed. In 2019, the organization of a permanent informational interaction between GAIS “ERA-GLONASS” and the system for providing emergency call services via the single number “112” (System-112) in Moscow is expected.
Pairing systems will reduce the time for transmitting information about emergency calls in order to increase the speed of response of emergency operational services to road traffic and other accidents on the roads in the Russian Federation, this is especially true in the case of severe accidents when victims may be unconscious. The transfer time of information from the GAIS "ERA-GLONASS" to the System-112 in an automated mode is not more than 19 seconds.
Until the end of 2018, the constant information interaction of the ERA-GLONASS system and System-112 will be provided in 20 constituent entities of the Russian Federation, in 31 subjects the pairing activities are completed (permanent information interaction will be provided after System 112 is put into operation), and in 11 subjects mate activities are being carried out at the present time.
In the regions of the Russian Federation, where Sistema-112 has not yet been put into commercial operation and the automated information interaction between the two systems has not yet been provided, emergency calls are transferred to the duty units of the territorial bodies of the Ministry of Internal Affairs of Russia.
